Floating Cities: Busan’s Bold Blueprint for a Climate-Resilient Future

As rising seas and extreme weather reshape the world’s coastlines, a radical idea is starting to take shape on the water. In Busan, South Korea, a prototype floating city is being developed to test how humans might live sustainably in a future where land is no longer guaranteed.

A Vision Born from Rising Seas

The project, known as Oceanix Busan, is a collaboration between UN-Habitat, the Busan Metropolitan City government, and the architectural firm Oceanix. It represents the world’s first government-backed floating city, designed to be both sustainable and flood resistant.

Busan, South Korea’s second-largest city, is particularly vulnerable to rising sea levels and storm surges. By piloting this new concept, the city hopes to explore how coastal communities can adapt rather than retreat in the face of climate change.

How It Works

The floating city is made up of modular platforms that are anchored to the seabed but designed to move slightly with the tides and waves. The prototype will cover around 6.3 hectares and house approximately 12,000 residents in its initial phase.

Each platform serves a different purpose, such as residential, research or recreation, forming a connected community on the water. The buildings will be powered by solar energy, supported by vertical farming systems, and operate with closed loop water and waste recycling.

The aim is for the city to be entirely self sufficient, producing its own energy, growing its own food, and reusing all its resources, a living, breathing system built for resilience.

 
Designed for Sustainability

Unlike traditional coastal construction, which often relies on land reclamation and damages marine ecosystems, Oceanix Busan is designed to work in harmony with its surroundings.

Key sustainability features include:

  • 100% renewable energy from solar, wind and tidal sources

  • Zero waste through circular systems for food, water and energy

  • Locally sourced, low-carbon construction materials

  • Marine habitats for seaweed and shellfish that help absorb carbon dioxide

A Model for the Future

If successful, Oceanix Busan could become a model for a new kind of urban development. Around the world, from Jakarta to Miami, millions of people live in low-lying coastal areas that could be severely affected by climate change in the coming decades. Floating cities may offer one of the few realistic ways to adapt, providing homes that rise with the water rather than being consumed by it.

Still, the idea raises questions about access and affordability. Critics warn that without careful planning, floating cities could become exclusive enclaves rather than equitable climate solutions. Ensuring that they remain inclusive and practical for real communities will be essential if the concept is to grow.
